Van and car parking on the (presumably shared use) footway connecting the Craighall Road toucan crossing to the Forth & Clyde Canal at Speirs Wharf. The car is also blocking a dropped kerb (the dropped kerb can be seen better in #188011).
Small Street, Bristol Seems to be a one-way street judging by the arrow sign on the right despite some kind of cycle lane marking in the foreground.
There appear to be Belisha Beacons on those lighting columns, but they are covered with some kind of tape. This looks therefore like some kind of failed attempt to construct a pedestrian crossing.

There's a sort of route between the bridge on the left and the path on the right here on Renfrew Street. The area is known as Charing Cross. The bridge has three small steps at the far end, so it is not a cycle route.
