It's a 3-points-on-your-license for this offence. Although it's another example of how people driving get away with traffic offences as this simply isn't policed.

The police say they are far too busy to prosecute these style of offences. And they'd be right as it's endemic in our country. It's endemic because they backed away from prosecution in the first place.

Strange that they have plenty of time to prosecute people riding without lights, despite the evidence that this action only causes 2% of cycle accidents, and mainly only harms those that are silly enough not to use lights.

And the 1988 Road Traffic Act, section 21.
Any person who, without lawful authority, drives or parks a vehicle wholly or partly on a cycle track is guilty of an offence. Unless:

saving life, or extinguishing fire or meeting any other like emergency
maintaining of any structure or other work situated in the cycle track or its verges
undertaking work on water, sewerage electricity, gas, or telecomms network
