This behaviour is becoming more accepted as part of the way we have to "deal with things nowadays". I think it needs challenging as it's clearly dangerous.
Whilst there is some provision for unloading on double yellow lines, where parking is illegal, I think this is leaving a vehicle in a dangerous position. As such it comes under this law.
