I saw this sign at all the entrances to the traffic-free area of Tallinn "old town".
"ALA" means "Area", and "VÄLJA ARVATUD ALLA 0,8m LAIUSED" means "Except for widths under 0.8m".
So bicycles and normal tricycles are permitted, despite the use of a "no cycling" sign.
This is a very touristy area: perhaps the intention is to prohibit the kind of large multi-passenger tourist vehicles you sometimes see in such areas. Or perhaps to prohibit the larger cargo vehicles.
