Sheffield stand and an area for cycles with kickstands, which are not common in the UK, especially as it's risky not to lock onto a stand. Perhaps it's for a bike-sharing scheme, but I've not noticed this in Penzance yet. [but I have now seen them in Newlyn at least!]
