UPDATE: 14.5.22 I saw the route was open again. All signage has been removed. [UPDATE On 19.4.22 CYC said: "We have asked for the cyclists dismount sign at the northern end of Mill Lane to be removed." Cycling is or will become mass transit and must be treated as such. Routes must be designed for larger numbers of cyclists, for users of all abilities and disabilities." Plus "16. Access control measures, such as chicane barriers and
dismount signs, should not be used." Those are principles. Therefore they should be upheld at all times... including during roadworks. The TFL Temporary Traffic Management Handbook (content.tfl.gov.uk/temporary-traffic-management-handbook.pdf) says: "Poorly planned and designed roadwork can be a barrier to people travelling, resulting in delays, inconvenient diversions and, in some cases, unsafe
conditions. People cycling are too
often asked to dismount..." Where did the designers of this scheme think people were going to dismount safely? Where did they think people were going to go assuming they were able to dismount? What about people who use cycles as mobility aids, trike users, cargo cycle riders (In February 2022, York Council was awarded funding for five e-cargo cycles (energysavingtrust.org.uk/ecargo-bike-grant-fund-2021-awarded-to-14-local-authorities/). I cannot see any reason why people who cycle should be required to dismount here. I can't see that it is safer. I can only see that it would be less safe and, for people with mobility issues, difficult or impossible. It also hugely reduces the attractiveness of cycling as a form of active travel (the next day the local press were running stories criticising the Council's approach to reducing carbon emissions yorkmix.com/pitiful-inadequate-a-failure-yorks-climate-change-strategy-condemned/ ). Plus, if there is a very clear sign such as here and people do not comply, it fuels the anti-cyclist polemic: Cyclists think they are a law unto themselves... Whoever designed the scheme, and whoever signed it off, need urgent re-training. Other images today: #181669 and links.
