[Image taken 25.4.21] Marygate car park, York. This driver is blocking the gap in the fencing that permits permeability to the very many pedestrians, cyclists, wheelchair, etc. It was created in response to the siting here of the Tier scooter bays (white marks in photo) and now also Tier hire bikes. Had the bays been in use there would have been no way through. Tier scooters/cycles see: #164663. Other blockage here today: #167755 and links. Cones in car park conundrum see: #167792
