This sign is only visible to people coming down the steep steps (with cycle runner) from St Mary's (the St Mary's Lane end). This not the main access to this well-used route. The pedestrians signs are not clear. Are people supposed to go round the outside of the car park? The perimeter of the car park on the inside? But there are cones blocking one of the routes through. And people continue to trickle through the motor vehicles entering/exiting/moving through and being parked here.
