[Streetview image from November 2020] 'Give way to oncoming cycles' sign on Herbrand Street, London WC1 at its junction with Tavistock Place.
I believe this sign could make the cycling experience safer and less intimidating in locations in York. For example on Bootham Terrace, where the road is very narrow, usually has parked cars on both sides, and is steeply uphill towards Bootham:

At night drivers' lights blind uphill cyclists.
Bootham Crescent is another location. (The parallel route, Grosvenor Terrace is one-way for all users from Bootham so cyclists have to use Bootham Crescent to get to the station, town centre, schools, hospital, etc). Drivers heading downhill - from Bootham - use the centre of the carriageway to straddle the 'traffic calming'. They do not slow down for oncoming (uphill riding) cyclists. Most drivers intimidate people on cycles out of the same space. This includes driving straight at, swearing at and shouting insults at them.

But see the objections to non-enforceable signs from a York transport planner in caption #164310.
